Powers: NULLIFICATION. No, serious. Dazai's power is to nullify the power of whoever he touches, simply by touching them. It can sap a person's energy to the point of them passing out, as well. This ability is called Ningen Shikkaku, or as we'll helpfully translate, No Longer Human. Creepy, right? There's also some talk in canon of his incredible interrogation tactics and some hints at much more sinister things, but as they haven't been fully revealed, I won't avail myself of them yet~!
History:
The curtain opens on a person whose history is a mystery to some degree, but what we do know is that a certain youth was pulled into the mafia underworld, and his incredible abilities used in tandem with a partner (Chuuya Nakahara) to create a fearsome scene. Groomed to be a powerful leader in the Port Mafia, Dazai eventually Knew Too Much and was either ousted or left. Or both, in a sense. He had "rescued" one Ryunosuke Akutagawa from death and despair, promising to give him meaning in life, creating his own little protege of a monster. More on this in a moment.
Fast forward to defecting or otherwise peaceing out of the Mafia. Dazai took an "entrance exam" case and became a member of the Armed Detective Agency, a group he would flourish with, and who helped him gain a semi-useful position in the world, or at least a good outlet for his skills. There and beyond, he had run-ins with the aforementioned Akutagawa, now hell-bent on being a villain and getting Dazai's approval. One day, a little kitty cat came into his life, a were-tiger named Atsushi Nakajima. The cutie needed to be rescued from himself, and under Dazai's plotting, became a member of the agency as well. Then all hell broke loose.
Akutagawa was back with a vengeance. After a showdown with him, and a convenient ambush, Dazai was captured by the Port Mafia and roughed up a bit while being "interrogated". Meanwhile, the Agency was attacked and otherwise harassed by the Mafia. Turns out, you know, you can't kid a kidder, so to speak, and Dazai manipulated his way out of Mafia custody, back to the office, and into an all-out war. Atsushi and Akutagawa had it out once and for all, and we had happily ever after, with victory for the good guys!
WAIT. NOT SO FAST.
If that wasn't bad enough, a group called the Guild decided they wanted a piece of Atsushi, and Dazai was also having none of that. Three-way war, then, between the Agency, the Mafia, and the Guild over a were-tiger. Money is a curse, folks. Dazai went all in, from physical combat to political maneuvering and back again, all while pretending to not care, generally acting like a lazy waste of space until backs were turned, or backs were against the wall. When things got truly messed up, though, even Dazai was terrified of the consequences of all the extreme actions being taken by the Mafia to win the war, up to and including releasing the scariest child you've ever seen, who could control actions and cause terrible things with little more than a thought. Guess what happened! The kid got used as a weapon by the Guild.
Therefore, Dazai teamed up with Chuuya again, fighting off Guild members with absolutely terrifying skill, taking care of that whole "everyone's going to die from a messed-up child" thing. Fabulously enough, the tale moved on to "everyone's going to die from a falling whale". As events unfolded, Dazai played a marvelous assist to the other heroes, helping former assassin Kyouka become a member of the agency by letting her prove herself, pep talking her as he orchestrated the plan to time everyone's actions just so and save Yokohama from Moby Dick. In the end, he finally recognized the hard work of Kyouka, Atsushi, and Akutagawa all at the same time, and we reached our wholesome current situation.

What Brings Them To Hell: Ex-mafia, has killed an unknown number of people, kind of a dick when he wants to be, traitor to the bad causes, and obsessed with committing double love suicide. Not a good guy, sometimes.
The Pitch:
Osamu Dazai, age 22, suicide maniac, bandage-wearing, power nullifying idiot, truth hidden and revealed free of charge when he feels like it. The thing about Dazai is that he is the master of obfuscation. You can think you know everything about him, can have known him for years, but he's an utter enigma behind the gentle mahogany eyes. Impossible to read, he plays the game as well as it plays him. He was in the mafia once, high up, in charge of things a young man probably shouldn't be, and he wore the blood he spilled rather well. The patron saint of finding a way to wheedle at and salvage a lost cause, he was partnered with a brat of a redhead, and murdered some guys to recruit the story's first big bad as one of his underlings.
It's unclear whether or not he's trying to compensate for his sins, or perhaps he's an actual nice guy behind the hideous past and difficult future, but survey shows... he's probably a little of both. He saves a girl from herself, in a way, by pushing her from despair in the worst situation, giving her hope that she'll contribute and grow and be something more than a monster. He takes on a kid with tiger problems, and lets him build himself up to pride and ferocity. The man he dragged into mafia hell, whose goal in life seems to be gaining Dazai's approval... he finally recognizes. And also his partner.... Uh, no, I got nothing on that one. He's pretty much still a total jerk to that guy.
Which brings us to this. The actual pitch. 99.99% of his do-gooding is gained by untruths, omission, manipulation, and occasional violence that he incites. He's skilled at sleight of hand, taunts dogs and steals their biscuits, tries to kill himself repeatedly, and finally decides, oh, the best way to die? With a beautiful woman. He's made of confidence, with a touch of self-loathing and regret that means he's constantly doing everything. He's a puppetmaster, deus ex machina, godmodder, infomodder, liar. Seriously... for all the good he does, he's not totally a good guy.
Setting Fit: I can't see Dazai rolling over and being someone's lap dog, but I do see him finding a steady, stable job that he'd have to spend an absolute minimum of time at, hopefully able to force some work on someone else. He's a bit lazy, on the surface. His priority would either be himself, or anyone he knows from the Agency, should they be there. Thing is... he always expected to go to Hell, or something like it, so he's not that surprised, and not that scared. He's more accepting than many would be. Still, should he find a righteous cause, prepare for intense action!
